This is the flower beds that are in front of my house. I am trying to think of what I want to plant. I have been thinking rosemary, thyme, and lavender. What do you think would be best? I would love something easy but functional.

I would choose herbs or small things that can be planted in between. Check my blog posting for some stair step plantings that I found on a wonderful garden crawl (also in California.)
